I am not sure what exactly it is but this heavy duty vinyl type material held up a lot better in the wind than the previous luggage carrier that was made of a dense cloth (that material frayed after minimal use and left a white powder all over our luggage and inside of the bag). It was easy to secure to the top of our SUV. Advice: always distribute luggage evenly across the bag and cinch everything down tightly to minimize loose pieces that may flap around in the wind.
