A: The question is worded "#10"....implying that the question is about the eye size, not the wire gauge, which would be stated as "10ga". 
   So, #10 is not the smallest- a #10 screw is either 0.190", or 0.1875", depending on who you ask..about 3/16". 
   A #6 screw is nominally 0.138", so the #6 terminals are smaller. Smaller number equals smaller hole. 
   Wire gage does get larger with the smaller number. Red (22-18ga) appears to be the smallest available here, gauge wise.

**Q: is 3/8 the size of the hole?**
