**Q: How do you fit these? i assume you need to cut a slot in both sides of the pvc window frame? there are no vents at the moment.**
A: I used mine on wooden doors on the log cabin, not PVC.
All I did was cut the size required, drew a template from the vent that will fit into the frame, from one side of the door to the other, drilled pilot holes around the shape I drew on the wooden frame and then used a jigsaw to cut. 
Then clear sealant all around the finished piece, outside, to stop any water, etc, getting in.
I also put in some fine netting before I screwed on to prevent any bugs getting in.

Be careful doing this with PVC, don't cut too big a slot or scratch your frame as you only get one try doing this.
