They are packaged 4 to each foil pack. The 20 count box is packaged for individual cups of tea, for those making hot cups of tea, They are packaged one to each foil pack. Buy it to your planned use. If you are making pitchers, get the 40 count; if you are making individual cups of tea, buy the 20 count. **Q: What are the ingredients in the spiced chai tea? It just says "spices" .
