A: Yes,the whole pump 100%  can be submerged in water.

A: I have installed electric pumps in all my kayaks and they work great.  The issues are finding a waterproof switch that is easy to push with a spray skirt attached and the power source.  I use lithium rechargeable battery in a waterproof case mounted in the day hatch and connected using Bulgin connectors.  Be careful using automotive style switches and connectors.  They say they are waterproof, but they aren't designed for submersion.

Had old RULE pump that was discontinued so could not get replacement. In the sump area where I could not replace the hold down part. This fit right in and locked. Don't know how long it will last but will let you know. Great value.
