I'd say it's probably on or at about the same level. There are multiple scoring conditions allowing for players to alter and adjust their strategy on the fly, and mechanisms that allow for interfering with your opponents moves. It moves a lot quicker than Duel even with each turn having a bit of chess/cat-and-mouse to it meeple placement. **Q: A reviewer said this game is mean spirited and you can control your opponents boats, is this true?** A: As in many modern games, yes, another player can sometimes make a move that could be considered "mean-spirited". If that is something that you want to avoid in a game, then you might want to bypass this one.
