A: My husband says yes, because the water valve might be clogged once you change it with the new valve the water should flow.

A: don't know. some washers only have one valve w/Hot & cold inputs in. my washer has two valves.  one hot & one cold two outputs on cold valve like this one. take top off & check yours out. it comes off easy. check youtube out.
