The holes do not line up with existing screws and there are contour differences with the flaps and car body. If you use the holes that are provided to drill new holes in the car, you won't drill into the steel body panels for all of them - as some holes in the flaps are only in front of the thin plastic inner liner which would not provide enough strength to hold them. In a pinch, you could fit them up to the body and simply drill new holes in the flap and car, but, of course, that would not be ideal not only for looks, but for potential rust problems - especially in areas prone to winter storms with salt spread on the roads.
