It can be used as a trauma pad behind steel - material is thick enough to help with trauma to the body after potential hits to steel (remember: steel plates in front, foam pads behind steel). Regarding spall protection: If you’re looking for legitimate spall protection for steel plates, there’s a few companies that make spall wraps for your plates. Tactical Scorpion makes lower cost wraps with fairly good reviews, although I haven’t tested their products. Ebay has some good deals on spall wraps, just read reviews online about the particular wraps you plan to purchase. You could also look online at specific types of “liner sprays” that could help with spalling. Some people use truck liner spray - a few coats apparently.
