The fresher the media is, the lighter and more vibrant coloration. If you could share some test results, that would better help us confirm the ideal set up for polishing the remaining chromium. In most cases, a KDF-55 Media System can adequately remove the remaining Chromium. If your pH of your water is well above 7.5, some of the chromium may be present has very small particulate and a 1 or 0.5 post sediment filter may be necessary to polish out all of the chromium. Although a bed of KDF-55, since the media is so incredibly dense (171 lbs per cubic foot), it does a pretty good job with insoluble particulate capture. When built in the backwashing tank system housing as you've indicated, the insoluble particulate that is built up in the media bed gets sent down the drain line during the backwashing cycle. I'd add the KDF-55 Tank System and retest to see how you're doing. In your set up, install the KDF-55 System last in line and I'd a bit of catalytic carbon in there is well for taste polishing since it would be the final filter element that the water passes through. Perhaps a 8 x 44 water filter tank w/ Flex 5600 Timer Head on top set to backwash once every 3 days - pour in enough pea gravel to cover the lower distributor basket, add 10lbs of granular catalytic carbon, then 40lbs of KDF-55 and you should be good to go. KDF-55 & Activated Carbon can be installed in a mix bed format but it is less than ideal. You'll want to make sure and leave a considerable amount of free board in the tank to allow the KDF Media Bed to lift up during the backwashing cycle. You'll also want to backwash more frequently, at least once every 3 Days for Granular KDF Media. Ideally, the water should pass through the KDF Media Bed First, than through the bed of carbon 2nd. Since the KDF Media has a much greater density, during the backwashing cycle, the KDF-55 Media will settle down at the bottom of the tank w/the carbon resting on top of it. Since water flows down through the media bed in a backwashing tank, this means water will be passing through the carbon bed first, followed by the KDF Media Bed. For best results, I'd recommend configuring your system so that water passes through the KDF Media first, then through the carbon media bed. This may require 2 different tanks be installed.
