It does get clothes a bit wet, which is fine for us other than people picking up the baby and think he must have wet his diaper since his clothes are wet! However, we did give one of these as a gift and the recipient did not like it due to the clothing wetness factor which is why I downgraded it a star. I also think it may be less effective in climates where it is more humid to begin with, but in the hot dry heat of Arizona, these are awesome.
