The material is not good, It isn't seamless so t has a scratchy seam and feels like if I stretch it, I will tear it, yes, it is a neck band, but you do have to get it over your head (and I have a small head). It's shorter and more narrow than my Buff Brand head gear and the colors are not nearly as bright as it looks in the photo. It looks like a totally fake snakeskin print, not attractive.
