To cover them and keep them from getting fertilizer burn, I mix my fertilizer with potting soil and I always use a little less fertilizer than recommended (I've discovered it's way too easy to over fertilize potted plants and kill them/ keep them from fruiting). Tomato tone recommends (on the bag) sprinkling 1.5 tsps per 4" pot diameter, I usually do .5 tsps to 1 tsp per 4" pot diameter and mix with potting soil till I get a peppery consistency and then sprinkle in a circle surrounding the plant avoiding the stem as much as possible (fertilizer burns any part of the plant it touches).
