To get Power Width Modulation (PWM) the 4th pin is needed to act as a signal line for RPMs being spun by the fan. I don't believe there are 3 Pin PWMs, fan or cable. Some Water circuit coolers incorporate multiple fans that use a splitter to 2 fans which often has one 3 Pin and one 4 Pin Molex Connector to attach to the Cooler's fans with a 4 Pin Female Plug for the Mobo. That's because one fan speed signal tells the circuit to vary the Power being provided to BOTH fans so the 2nd 4 Pin Molex on the 2nd fan is made a 3 Pin to save wire and signal confusion.
