With both mats removed, the frame itself can hold a certificate up to 11x14 but will cover a 0.25" border all the way around. In your case, the certificate will fit, but you will have ~0.25" open gaps on either side in the 13" dimension. If you use the black mat only, then it will cut your certificate down to an 8.5x11 viewing area. You may be able to custom cut one of the mats to fit your needs, but if your certificate has any writing near the edges, it may be cut off by the mat.
