A: I doubt it but it still needs to remain damp for 24 hours or so to come to full strength. I did not use it in constant contact with water, so not sure.

**Q: Is this for laying porcelain tile on cement?**
A: No

A: Not sure, used the Quikrete as a mortar between bricks.
