I finally got support by phone they told me I need a separate account for my FortiGate 80F and one for my fortiCloud. I told the "engineer" that made ZERO sense. since I am using the forticloud to manage the Fortigate 80F and I needed to sign in through the FortiGate to my forticloud but the UI would not allow me to pass because it wanted a reseller.
