Can't image any line length from switch could cause a current delay. Lights are not on a 3-way circuit are they? Just thinking of some kind of reason for voltage drop / current leak. What is the environment for the ballast. I could see a delay if it was in a cold location. Assuming none of those circumstances apply I'd say you have a defective ballast. **Q: Can i replace my 12v-20w halogen bulbs with led bulbs of equivalent brightness without changing the transfomer?** A: No, this is an electronic transformer ( to power halogen/ xenon bulbs), and requires a minimum load in order to operated. You need to find a LED Driver that are comparable w/ the type of bulbs you are using. **Q: will this replace mdl corp 316-0004** A: I do not know, I am not an electrician.
