Maybe in the future. **Q: Does it work on pc ?** A: If you get a DC-into-USB adapter it might work, but I'm unaware if there's such adapter. **Q: Does this controller have hall effect joysticks, like the original dreamcast controller?** A: I'm pretty sure it doesn't unfortunately (also googled it) BUT I do own one (and the original of course) and can vouch it's a decent controller, it even utilizes the VMU (Dreamcast memory cards) which is a pretty big deal! If you can swing an original, that's the way to go of course but if you either 1. Don't like the original Dreamcast controller and would prefer something more modern or 2.
