But I assume its more of a sticky feel and can be applied on dry hair. Where the gel is more of a water based and applied best to wet hair. This kinda flakes just fyi. **Q: is it hypoalergenic?** A: The packaging does not say hypoallergenic (however it does say No parabens, nanoparticles, laventer tea tree, petroleum oils, musk, propylene glycol, sulfates, gluten, soy or dairy so that would cover a lot of allergens). That would tell you if you are concerned about an allergic reaction to one of the ingredients. **Q: Is this safe if used around the eyes? I'm looking for a hair gel that will keep my Shih-Tzu's facial hair out of his eyes while it's growing out.** A: I can honestly say I'm not sure. It is extremely mild and natural however I personally would still be hesitant about getting it near the eyes....
