But what really helped was using a steamer. I used a clothing steamer, but it was awkward reaching the upper part of the wall. If you have a lot of wallpaper to remove, I would invest in a wallpaper steamer.But pre-soaking the wallpaper backing with chomp did help.I had the same issue as you- the top layer of paper peeled off, but left the papery backing on the wall. We had some really old wallpaper and have been putting off the stripping of this for years. This product and their tools work great. I won't lie. It is hard work but this product was by far the best. We tried on test spots and we finished the project using it. It's really effective, particularly at taking the glue off once you actually get the paper off.
