If so, how much strength/ leverage do I need?** A: Yes, you need to pull shelf up with two hands and it lock will lock in place. When you want it to collapse u push release levers and support it back into cabinet. It is not difficult. **Q: If it is under a drawer, can it still raise to counter height?** A: No it cannot not unless you remove the drawer and reconstruct without it. I am returning my shelf for that reason. **Q: Does this include the shelf shown in the picture?
