I bought it a while ago. But I think it does. I had no issues with the shipping as far as the product spilling or anything like that. So I would go as far as say that most probably it is sealed. **Q: Would this work for dry scalp?** A: It will help with a dry scalp but not intended for cradle cap **Q: Is there an equivalent US product?** A: Besides this, we also use "Mustela Stelatopia Milky Bath Oil" for my son's eczema, especially when I forget to order Oilatum ahead since it takes a bit longer to ship from UK!
