If your deflection spec is other than amount at 10 lbs of force at the specified location on the belt, you need something else. Don't over think it. **Q: Does it work on 1999 road king?** A: I had to cut the end off the part that touches the belt because it was too narrow. Works great otherwise **Q: What is max tension** A: Not sure about the context of your question, but, if you apply the specified load on the belt in the specified location, the belt deflection should align with either the deflection amount or the mark on the belt guard (if you have a stock set up). There is typically a high, nominal, and low mark on the guard. The low mark is the maximum allowable belt tension (i.e the least deflection). You may have to rotate the tire (per the shop manual) to find the "maximum tension" position of the belt; i.e., as the belt travels around the sprockets, the tension on the belt varies... you need to find the tightest spot, otherwise you will over tighten the belt if you adjust it. This could result in premature belt failure or other mechanical problems. Spend the money for a shop manual from Harley or one of the other providers - it is cheap insurance. I don't use it that often (beginning of the riding season, mid-summer, and near fall).
