It's shameful Three.co.uk calls this 4G, I have been to many countries, using same phone/dongle and even most 3rd world countries have better 4G speeds than this. I had Unlimited version of this two years ago and it was much better but I thing they just add more and more customers without increasing their bandwidth...! A bit better at weekends, but don't hold your breadth. Try EE which is better, but it also has it's good days and bad days.
