This is a good or bad depending on how you are using it and your preference. I put the design on top to lay out my cut lines and it wasn't a problem for me. I also like that I can easily see the design against the background. Some might like a crystal clear stencil to lay on top of an image. You can still lay this on top and trace but it might be more difficult for smaller details. I don't think I would have an issue using it either way. For multiple layers I believe it to be a positive. - Reusable. You don't have to toss them if you intend to recreate the same image. They will last you as long as you need them.
