Yes, the paint flakes off after towing...a trailer weighing several thousand pounds bouncing around will do that. If you don't like it, get something stainless. I've used the shackle to pull shrubs up, and it's worked well under load. Yes, the hitch bounces and makes some noise. Larger hitches tend to do that. Seems very sturdy. The lock works well, although it is a little longer than necessary.
