Its dust that is not meant to be permeable, or able to penetrate as the dyes do. It can be mixed with concrete, but isn’t recommended. Used this pack and the other pack and Bora Bora Blue and teal from another company to mix into resin for my seascape paintings. Mixes in well and is super concentrated - you dont even need a lot. You can mix different amounts in to create a sense of depth. Love this brand. Great quality.
