**Q: do the heatsinks have thermal paste pre-applied?**
A: Mine did not have thermal paste but they have 3m sticky thermal tape. I've tested it and appears to transfer fairly well for my pi 3

I find the noise of the fan a bit annoying and loud, this must be over 12,000 RPM fan. I'll be trying some other fans. The heat sinks are adequate quality. Overall a decent value for the price, and the fan just needs slowed down, I think.
