A: Doesn't appear to hurt painted surfaces.  Seems more like a contact cleaner or milder carb / brake cleaner.  Works more like kerosene.

**Q: Is this safe to use on a bicycle chain?**
A: it should be. but it seems like overkill for a bike chain
