A: It can carry a mini laptop like 13inch.. But preferably good for notebooks.
But as per the bag quality this is not those bag with firm bag to hold the shape up. So, won't recommend it. 

You can go for the laptop sleeves or laptop bags as they look pretty good.

The bag comes with three compartments and can hold a lot of things than what it seems. Quality is very good too.

The bag looks pretty cool as shown in the picture. I felt more pretty than the pictures shown here. It's very much spacious with three compartments. The body seems in good quality, but not happy with the sling portion. The only drawback I felt was regarding the sling.Anyhow I am happy with the purchase as I wasn't expecting the bag to be that good.
