It lies flat. It covers up the (non-functional) vent on my floor so that my chair's wheels don't get stuck in it. The price is right, and I don't regret my purchase. However, the mat does slip a bit, contrary to how it's advertised. The product images show a deeply grooved "anti-sip" grid texture on the underside. The reality is that there's kind of some very fine lines that you can barely see if you angle it just right in the light. It feels smooth to touch. And it doesn't do much to stop the mat from sliding ever so slightly backward every time I scoot my chair forward. Meaning I have to periodically drag the whole thing forward to keep it from bunching up against the wall behind me. But it is what it is. At this price point, I don't think there's going to be a much better option.
