According to instructions you are meant to turn it on, then turn it onto record mode (rather than photo mode) and then press shutter to start recording. Then the blue light is meant to flash to show it is starting to record.But sometimes the blue light doesn't flash, just stays on or stays off. The camera will automatically save every 20 minutes video which will help you not lose the data by accident. It also can record the time on your photos and videos.
