Cat litter can carry a parasite known as Toxoplasma Gondii, this parasite is very hardy and can survive some wastewater treatment processes (it is rare but it can happen) meaning that it could eventually infect someone with toxoplasmosis. I don't know how healthy this is. I remember reading, some time ago, that the waste of polar bears AND domestic cats is toxic and that cat 'manure' is not good for plants. However, it really quickly deals with the issue of what to do with the wet lumpy stinky stuff. Also, it seems to break down remarkably quickly in the compost bin (also put veg peelings and garden waste in it). The whole lot of it quickly homogenises into soil. I suppose this paper litter would not be dissimilar.
