The scissors are held secure by a velcro strap. Unfortunately the belt loops are not fully closed but use two snap fasteners which aren't tight enough. As a result, I can only wear the pouch centrally on my back; if I put it at the sides or front, and then sit or bend over, the force from bending will open the fasteners and the pouch will come loose.
