I am looking to install on a bookcase.** A: I don't understand the question, which part of the light fitting are you calling the base, the rectangular box screws to the wall and the curved tube is hinged on to rectangular box, so the light part goes up or down. There is no facility for rotation. **Q: As per spec, it takes g9 halogen bulbs. do we have to buy some kit to fit led bulbs?** A: No. The cylindrical steel "tube" around the bulb can be rotated to direct the light on to your wall or painting or whatever. To replace the bulb you just carefully pull the tube section off (away from the middle), then remove and replace the bulb - but be careful!
