Clean it out and I would suggest carefully pouring some hot water of it. Then you will be able to turn it I think anticlockwise. But the problem I have is that the replacement plastic cord ought to be a slightly higher grade(or thicker) than the one I get on line is it has an annoying habit of breaking. It is worth going to a small shop that sells everything as they are bound to have what you need **Q: Can this spool be refilled?** A: Yes it can be refilled, but don't overdo it ( wind to much on the spool) or it will jam up when you require more 'cutting wire' . **Q: Ref. my last question, I am referring to the white cover that slips over the spool and has a slot to control the cord.
