Toilet seats become loose because the holes in the toilet bowl are far bigger than the metal rods that fit through them, which means that the rods, and hence the hinges and seat, have room to move about. Once the seat is on, take an hour off with a cup tea and a biscuuit (you earned it!) and then re-check the wing nuts for tightness before you re-assemble the dismantled bathroom around your restored toilet.
