There are three screws to tighten, and the skate tool is supplied. **Q: What age is ot suitable for please?** A: I would say anything from around 3/4years up depending on how forward the child is. It is very light compared to most scooters for toddles hence the age i suggest and has adjustable handlebars. Has all the kids staring at the skate park too. My son is a medium build 11year old btw. Hope this helps **Q: Is it suitable for small just turned 11 year old? . Can the handlebars be adjusted higher than 84cm for growth room?** A: Yes It is suitable. My 10 and 12 year old have both used this, though it belongs to my 12 year old and I've used it to. I'm 5ft 4.
