Will it lock down peeling wallpaper?** A: Unfortunately it wont. I had the same issue as you’re currently facing. Made it even worse by wetting loose parts of the wallpaper. I believe the existing wallpaper should still retain sufficient bonding/adhesive agent for it work **Q: Is there a particular type of emulsion that is recommended to paint over this? E.g should I use oil based only or can it be any finish?** A: Any finish.
