It’s not, it’s for the sensitivity of the bark sensor. I’m not sure why some people’s arent powerful enough. The collar works in stages. The first stage is a sound warning, then each time it goes off the shock increases in strength. Before I put this on my dog I tried it on myself. Let me tell you when it gets to the 4 level of shock, it is way too powerful for a small dog. I’d never leave this on my dog.
