Look at the Forgefix TF150 (TF150 being 150mm), Also are the sleepers oak or softwood, if oak the tannin (acid in the oak) will corrode steel (unless stainless steel or brass, brass being no good for strength on sleepers). The TF150 have a green coating on them so may help on oak. As said before, when fixing through the sleeper to the other sleeper, drill a clearance hole on the sleeper the fixing goes through, I find a 200mm length x 6mm diameter auger bit for this job is good.
