It is a good product as long as you don’t put to much on otherwise it looks white **Q: Can I put moisturizer over it** A: Yes, after it dries. **Q: can you us this on your neck to tighten loose skin?** A: I never used this product on my neck. I now use Aqua Mineral Five Minute Eye Gel on my face for loose skin with temporary effectiveness. It does tighten skin reasonably for perhaps 4 hours. As to how effective it would be for loose neck skin I cannot say. **Q: what are the ingredients** A: I dont have the product now so im sorry I can't answer that.
