A: I can only give you a generic answer, and that its a marketing / 'consumer' tactic that a specific company has chosen to take on. The company that I bought mine from, MINISFORUM, made no such choice, which I'm happy for. Under federal law in the United States, they can't compel you to provide that information. But there is the old caveat, "Laws vary from country to country to country and you will need to check with your Local Authorities for the Laws that apply in your Jurisdiction.".

As I said, I can only give you generic advice, as International Laws gets to be a bit tricky as you cross certain borders....Hope that helps you out some.

**Q: could this handle oculus rift s?**
A: Yes, it has performed wonderfully. I have had no problems at all. My kid was on it from un-packaging until 4p.m. the next day. Keep in mind your internet connection has to be sound.

**Q: How many decibels does it emit?**
A: It does have a fan. It is about as loud as a laptop. The speed of the fan changes depending on system load.
