Lace at the hem. Elastic waist, not too narrow and not too wide. I'm sure young people could wear this as a skirt because it's such good quality. It is as described in the gumph. I bought it a little bit too big because I can't bear anything tight around my waist. If you have skirts that would benefit from an inset petticoat, this would be ideal. I would happily buy more.
