AKA Plastic, wrapped around cotton cord. That said, it is moderately sturdy for what it is, and its cost. The real problem is the included "video" which is actually just a link to a company website that doesn't have any functional purpose to it. This is really unhelpful when the sale point for including the video is purportedly to train the dog owner on how to use the lead safely and effectively. That said, a couple YouTube and google searches and we muddled through. If you aren't willing to do that, consider a different leash! We know enough now to move on to a better lead.
