They came in a resealable bag but the bag itself was open (like someone cut off the top of the bag to open it and then resealed it using the strip). I'll have to count because it does not appear that there are 45 in the bag. I don't feel safe giving these to my dog, not only because of the open packaging but she's a 77 lb lab and would probably attempt to swallow such a small ear whole. Returning the product.Update: I decided to dump the package out on the kitchen table to make a count...I received 28 ears, not 45!
