Is this the case?** A: Yes, but the crimper works fine it's the plugs that are poor. It crimped some better quality plugs that I already had just fine. Hope that helps. **Q: Does it come with operating instructions?** A: The one I bought had rudimentary instructions on the backing card but it only covered operation of the tool. For complete instructions including the wiring colour codes you will need to Google and I'd recommend purchasing a small pack of plugs for practice.
