It would likely split the first time womeone sat on it. It is a contact paper that has a flocked rather than smooth surface. Better to get upholstery fabric and use staples to attach to underside of seat. **Q: Will it cover over old velvet?** A: I don’t know but would be hesitant. I used it on bare wood. You could try it on a small bit and if it doesn’t work, then take off the old. Do you think a sticky backed thick sticker would adhere to the old velvet? If so, them this should also. **Q: Is the royal blue color safe, or is there risk of discoloring light colored wood?** A: We used this for underneath cermanic tiles we wanted to put on our dining room table to protect the surface.
