This obd2 to cigarette lighter adapter pins out is : 4 pin goes to the ground , 16 pin goes to the +12 volts pin on the cigarette lighter.

Q: Can i send power through this in the opposite direction (i.e, from obd2 port to accessory plug)? is there a blocking diode that prevents this?

Sorry ,you can not .It do not have a blocking diode.
